The Kage are the ones who sit at the top of the social pyramid of a ninja village. Being elected to this role requires broad consensus among the populace and at the highest ranks, but it also requires being one of the strongest ninjas in the world Naruto. And we saw these ninjas in action a lot in the second phase of the anime.

Since the Five Kage Conference saga, we’ve seen every top character in action across the five major ninja villages. Among them was her Mizukage, also known as the head of the misty village, Mei Terumi. The woman is one of the youngest in this circle of leaders after Gaara, but youth does not prevent her from possessing extremely fearsome powers. As we have seen throughout this Naruto saga and also later, thanks to his special nature of the chakra, he can use two very special techniques.

Now Azey wanted to make this Naruto character by bringing in the audience Cosplay by Mei Terumi. So here is the Mizukage with her very long brown hair, with a charming look and partially covered by the hair, plus the blue dress.
