Kennedy is part of the group invited to the White House to investigate the incident. However, when the lights suddenly go out, Leon and the SWAT team must defeat a horde of mysterious zombies. Meanwhile, Claire Redfield, a TerraSave employee, comes across a mysterious picture drawn by a young man in a country she is visiting while helping refugees. Haunted by this drawing, which appears to have been infected by a virus, Claire begins her own investigation.

The next morning, Claire visits the White House to request the construction of a welfare facility. There she has the opportunity to meet Leon and show him the child's drawing. Leon seems to see a connection between the zombie outbreak at the White House and the strange drawing, but tells Claire that there is no relationship and leaves. Over time, these two zombie outbreaks in distant lands lead to events that rock the nation to the core.
