Six years have passed since the bloodbath known as the "Dragon's Head Rush" conflict. More than 500 people with supernatural powers were found dead, presumably by suicide. The Armed Detective Agency's mission is to capture Shibusawa Tatsuhiko, a user with special skills who could be involved in all of this. But when Osamu Dazai disappears, the "demon" Fyodor appears from the shadows.

Those with supernatural abilities will be threatened by an unprecedented onslaught of powerful enemies, and the city of Yokohama will be plunged into a terrible nightmare. Atsushi and Kyouka then infiltrate the Shibusawa fortress, where they meet Akutagawa, who offers them an unthinkable truth.
