He and his assistants strive to refine the 10 pre-made chapters as they need to be redesigned for the final manuscripts, complete with ink, balloon text, text insertion, and more.
However, in the last few hours, Togashi has revealed a major change in the production of Hunter x Hunter. The mangaka actually confirmed on Twitter that he is partially converted to digital drawing, which is no small feat for a veteran author like him. Apparently with Digital he feels more burdened by work, even if he wasn't given the motivation. It is plausible that there is not yet sufficient willingness to use the new drawing tools, which many mangaka like to use.
