The pinnacle of strength in Dragon Ball Z for the Saiyans was definitely Super Saiyan 3. Before the divine power was introduced in Dragon Ball Super, before evolved versions in the anime sequel filler Dragon Ball GT, Super Saiyan 3 was the pinnacle Goku could aim for.
First shown during the latest saga, that of Majin Buu, Goku went from level two to three very calmlyto buy time and allow Trunks to reach Capsule Corporation and get the Orb Finder Radar. Thus began a slow but unstoppable transformation that saw the disappearance of the eyebrows, the blue eyes returning to have a pupil, and the Super Saiyan’s hair beginning to grow beyond all proportion to form a sort of very long golden and to create electrified mane.

Meanwhile, Super Saiyan 3 is significantly surpassed as both Goku and Vegeta have received divine transformations such as Ultra Ego and Ultra Instinct.
