The world government has a great army of soldiers at its service. Some of them have skills that are slightly above the norm, while others have made their names and entered the industry A PIECE of Secret Service. Among the names of the members of the Cipher Pol under the command of the Five Stars of Wisdom, Rob Lucci certainly stands out.
Throughout his history, Rob Lucci has proven to be a relentless killer, gifted with unmatched strength from an early age. But this power was not enough 16 years ago: during the Enies Lobby saga, the leopard was very powerful on its own, but could not overcome the obstinacy of ONE PIECE's protagonist, Monkey D. Luffy. 16 years later, a new clash between Luffy and Lucci occurs in Egghead, which is staged in the most recent chapter 1069. But especially in the light of these events how strong CP0's Rob Lucci has become?
The government agent certainly wasn't sitting on his hands the whole time. After losing with Luffy, he wasn't kicked out of World Government and actually made a career leap forward and still proved to be a very useful playable character. In that time it has Improved the use of your Devil Fruit to control its awakeningalthough it's much harder for those who ate a Zoo Zoo fruit. He's also learned to use the Haki - he seems to have the Armor One at his disposal - and has therefore further improved his offensive skills.
The clash between Luffy and Law in ONE PIECE 1069 certainly makes that clear Lucci is no match for an emperor and that he might be able to challenge Zoro or Sanji, but certainly wouldn't aspire to their captain's life. Rob Lucci is therefore a very respectable and very strong character, but still unable to reach the climax of the fight.
